Sharpening the Spear - USARPAC Conducts Medical Planners Toolkit Training Ahead of AG Week

The United States Army Pacific (USARPAC), in coordination with the Senior Leaders Training Division (SLTD) of the Adjutant General School (AGS), successfully executed two Mobile Training Team (MTT) sessions focused on the Medical Planners Toolkit (MPTk) for human resources professionals. MPTk is the Department of Defense’s only accredited tool for personnel casualty estimation — a critical operational planning and force management capability.

This training initiative certified over 50 personnel from units across the INDOPACOM theater, significantly enhancing the force’s technical proficiency in casualty estimation. It directly supports a key line of effort within the USARPAC HR support mission.

Participants were trained to identify operational environments to determine personnel conditional occurrence frequency, extract mission variables from OPORDs and other planning documents to calculate casualty rates, and generate casualty replacement reports by MOS and grade.

CW3 Siliana Joseph, USARPAC HROC Technician, led the planning and resourcing of the training, resulting in a 600% increase in MPTk-trained personnel across the theater. This effort strengthens USARPAC’s ability to deliver theater-level HR support during exercises, rehearsals, and real-world operations — especially when combined with complementary training on systems such as DCIPS and DTAS.

While addressing the class, USARPAC G-1, COL Kimberly Pringle, emphasized the importance of MPTk proficiency. “As the premier theater, casualty estimation is a critical skill,” she stated. “MPTk empowers HR professionals to take ownership of the casualty estimation process and ensures synchronization with other staff sections to provide Commanders with the accurate information they need to make timely decisions.”

Under the leadership of COL Oyyif Logan, the USARPAC HROC section continues to prioritize HR training efforts throughout the year, including refresher courses, to maintain readiness across the formation.

Access to MPTk requires an authorization code, which can only be obtained by completing a course led by a certified MPTk instructor.
